You didn't do anything wrong, except try to run a access db on a RaQ.
It doesn't work.

We stumbled at the same hurdle early on when we got our RaQ but worked
around it by converting the Access raw empty db into an interbase one.

If you absolutely must use an access db you are going to have to host
the db elsewhere on an NT box and connect to it with a suitable DSN.
