I tried doing this in /etc/passwd and it had created a problem. Since doing
that I was able to log on to /home/sites/siteXXX/web when I do
ftp.siteXXX.com, but I also find that you could actually go up to different
directory through ftp and eventally see all directory on the cobalt machine,
although you would have read access only, but still I am not very
comfortable in letting this happen.  Is this a bug?

How do you guys setup ftp? Do you tell all your siteAdmin that you have to
log on to /home/sites/siteXXX/usres/Xuser first and then back....back to the
/home/sites/siteXXX/web to put all the web contents ?

Systems may be different - I have a RaQ4r. When logging on as site admin I can only see the site that the site admin should be seeing. All subsites but no one elses site. If you login as THE admin you can go anywhere. In my ftp program and my web development program I set up the directory to transfer to as "/web" and it logs on to the correct directory.
