The official release is available at http://www.phpwizard.net/.  It's a
source tarball, I've installed on all RAQs up to and including the RaQ4 so
you shouldn't have any problems.  Read the README or INSTALL file in the
tarball or look in the tarballs docs directory - I don't recall where the
instructions are, but one of those is a good guess.
