I meant to reply to this two weeks ago so  archive searchers will know the
result...better late than never.  The problem was resolved after correcting
the file permissions on wrapper.  I looked for a much more complex solution,
when the actual solution was in fact quite simple.  The client claimed that
he didn't change the permissions so the incorrect permissions are still a
mystery.
