We had the same problem.  The Support want help us (thx a lot for
this!), because we had more than 350 Domains on the Server.  I could
localize the problem.

- telnet or ssh on your box and change to root (su).
- Then make a ls /etc/locks/
- There must be a file SITEDEL.
- now stop the Adminserver: /etc/rc.d/init.d/admserv stop
- move or remove the file SITEDEL: mv /etc/locks/SITEDEL
/etc/locks/SITEDEL.save
- start the Adminserver: /etc/rc.d/init.d/admserv start
- be happy ;-)

Now you can try again and it should be ok.

BTW: Here the answer from Cobalt-Support:

[BEGIN]
We have looked at your RaQ. it has over 350 virtual sites. I am sorry
but I cannot support this.

The best that you can do is use the CMU to transfer some sites over to
another RaQ.
