You are actually doing two seperate things.

1) In the DNS Service screen you are configuring the DNS server which you
are running.

2) In the Network screen, you are telling the RaQ where to send it's DNS
queries.  In this case, you are sending them to yourself since you are
running your own DNS.  If you were not running the DNS service, you would
then use the Network screen to point to some other DNS server which is
primary for your domain.
