Hey, I recognize that control panel - that's DigitalSpace.net! :)
Currently there aren't any control panels *released* that do all that
the menu you posted does. Many are being worked on in whatever spare
time is available, though.
The Cobalts do come with their own control panel that lets end-users
add their own email addresses, ftp accounts, mailing lists; and change
a few things here and there. You should go to Cobalt.Com and take a
peek around their demo control panel site. Perhaps what comes on the
Cobalt GUI is all you'll need.

As for the other stuff, you can always write your own control panel so
that it only has the features *you* want your clients to have.
And then there's always Webmin - it's free - can't remember if it has
an end-user interface or not, though. It's not *specifically* for the
Cobalts but works just fine, I'm told (no firsthand experience).
