Go to the Administrator Site | Control Panel
At the top of the page click on "Access Rights"
Scroll Down to "Telnet Access" select the desired option,
click on "Save Changes" and "walla" you're done.

Purely as a comment, it's your box and your decision,
but I recommend disabling telnet altogether.
It's insecure! The entire session is "in the clear" (i.e. unencrypted)
I *strongly* advocate installing ssh.
A package is available on the cobalt website as well as a how to.
