Do you mean that the user still exists, but has been locked out of (or
denied) shell access???

Deleting those files would serve little purpose unless the user actually
cannot get to the shell. If you deleted the files and the user
subsequently accessed the shell and invoked pine, all those files would
be recreated, with the exception of dead.letter which isn't created
until a user cancels a composition in mid-thought.
However, if the user is now excluded from shell access...zap 'em!!

Incidentally, I recommend that in your global profile or bashrc put in
the following:
alias pine="pine -d0" (that's a zero BTW)
which will suppress debug files. Although each one is not large, enough
users and now you have some disc space consumed for no good purpose.
