When this is happening, open up a command window (Ms-DOS if you're not
using Win2000) on your home machine and traceroute the path to your
server. I'd be willing to bet it is your server NOC's connections.
C:> tracert 11.22.33.44
Where 11.22.33.44 is actually the IP or URL (without the http://) of
your machine.
If you see nice speeds up to the point where it enters the NOC's
networks, then it slows down horribly, copy it and send it to the NOC.
Ask them what's going on and tell 'em to fix it.
If you see slow speeds on the first few hits, then it's *your* ISP -
get a new internet access provider. ;)
Truly, this *could* be something with your machine or its
configuration (slow FTP is usually a sign of badly done DNS records);
but more often than not it's just where the server is being
colocated/leased. Check the basics first (the connections) before you
go crazy ripping your system files apart. Always check the basics
first.

These are good for seeing if the rest of the country (or countries)
are getting slow connections to your machine as well, or if it's just
you.
