Many thanks for your help. Great list, though still problem not solved. These suggestions were checked out:

Checked this and "AllowOverride AuthConfig Indexes Limit" is in the access.conf file.
"AllowOverride" is on a hashed line (i.e. "# AllowOverride") so that is not the problems.

Yes, the site has PHP enabled.

It has: "AllowOverride AuthConfig Indexes Limit" in access.conf. Is this good enough?

There is nothing about Overrides or such in the php.ini file. Should I add a line? I do also not want to compromise other security issues or warranty issues. Tell if I should add something to php.ini, but otherwise it has nothing about overriding, but the access.conf does.

Ok, here is where you loose me :- )
Seriously, I know that some .htaccess file for authorisation include a Auth_PAM line and some do not. Mine (that work on other accounts and this account) does not mention Auth_PAM.
As this is not an authorisation thing, is this relevant? How would I check it?
Again, my only goal is to get:
php_flag magic_quotes_gpc off
or
php_value magic_quotes_gpc off
to work!
Thanks to everyone, more suggestions welcome!
Tim
PS - With the suggestion to add:
> AddType application/x-httpd-php .php .php3 .php4 .phtml
to the srm.conf file. Understand that, but that only is of issue when calling up a file with such an extention. I can not even view the directory!
