Yes there is a very simple way to do this.
1. copy the adequate database towards a folder in the users directory. Make sure 
he cannot touch these files if you don't want to have them destroy their own database
2.replace the database you just moved with an alias pointing to the new position
of the database ( In the users personal directory )
3.Don't forget to create the adequate cron job in order to move every newly createn database
towards the home directory of the user that created it.

This solution works with Mysql.However I have no idea what so ever about PostgresQL.
