On the RaQ 4's a simple /etc/rc.d/init.d/httpd restart works.
If you have to restart the entire box then something else
is going on with it.

Just an update here, I finally bit the bullet and did a full reboot, and
that seems to have done the trick. Seems rather drastic though, having to
reboot everytime a cert is added. I don't know why just restarting the web
server isn't good enough.
