I had exactly the same problem, and ended up downsizing the site to 1 meg
after deleting the content. I then renamed the site site25dead.

Once I did this, I was able to install as if the site was new with the
correct name, and then install FrontPage.

I stumbled across this solution after many hours of frustration, and
realizing that even when you delete the site, the site ID remains and gets
re-used. Somewhere along the line, the server would die after trying to
recreate a "bad" site.

If anyone else has a solution to the issue, I also would love to hear it.
