Cyril, you probably have valid reasons, but I suggest limiting names to 8
characters. When your a directory listing using the "ls" command only the
first 8 characters of the owner of a file are displayed. So if you have
longer usernames it's difficult to tell who owns a file. I name my users
using the following convention:
1st char : code for the particular server the user is on
Char 2-4 : site number
Char 5-8 : user number for site
So my users look like c0580012 and I can easily tell from the username the
server and site the user belongs to. In addition, it makes it more
difficult for non-users to guess usernames to try to access the server as
since public email addresses and human names are not found in the usernames.
YMMV.

Yes, you can definitely create a username up to 12 characters and assign
really long email aliases. I don't know what the limit is for email aliases
in sendmail, but it's probably something like 63 or 255 or some other binary
power raised minus one type value.
