I don't know about that *particular* ISO, but, as in general, an ISO is
the mirror of a disc (actually a filesystem, look at the program mkisofs
on linux in your free time) - and the "bootability" of the CD depends on
the ISO and the ISO alone.

Of course, your BIOS should be set so he'll read the CD-ROM before reading
the floppy and the harddrive.

On AWARD Software's BIOS, which is what most computers has (at least in
Israel) - You go to "BIOS Features setup" -> "Boot Sequence" -> Choose any
sequence begging with "CDROM"

Part of the BIOSs must have "Auto Detect" on the CDROM drive defintion in
"STANDARD BIOS SETUP".  If unsure, make all choices (besides your
harddisk[s]) declared as "Auto" - as well as the type: "Auto"

If the CD is indeed bootable - that should work.

Example for known bootable CDs if you wanna check - all Windows'
Installation CDs (not upgrade versions!)
As well as original (or burned from ISO) redhat linux CD's
