I'd be interested in the outcome too since I've encountered the same
behavior.
NOT to disagree with Nico in *any* way whatsoever, but I would imagine
that the siteadmin (or admins) would have the need to ftp into
/home/sites/site#/web always as a primary (and maybe their own
/users/username/web as a secondary) ftp destination.
