Absolutely turn off the site as soon as the bill is significantly overdue.
That would be my first reaction. But don't take agressive action such as
posting nasty notices, you could get sued for that.

Thanks for all of the thoughts.  Initially I had the raving, put-a-flashing
non-payment banner in his index page, email all his users that they are
being cut off for nonpayment, and ask that his site be unlisted from the
search indexes (the old I brought him into this world - I can take him out
mentality).  I think I'll just see if I can reason with him for payment one
last time and if not, nicely delete him. - well maybe I will unlist him.
