Ok, that seems like the IE export bug.
Go in your browser into options->advanced
Look on that list for Use SSL v3
and REMOVE the checkmark (keep the one on ssl2).
Try your /admin again. If it works, then I can only suggest you to upgrade
your browsers (plus any of your customers browsers).
Or, you can disable the 56 bit export encryption.
