If you have a signed contract with the person involve it will be easy for
you to have the remaining of your money if the work as been done.

It have nothing else you can do if the guys dont want to pay, this will
probably have to go in court if the guys is an  a$$ hole. Your best bet is
to try to correct that with the person involve. In other case, if he dont
respect his part of the contract and you did, you have full right it to ask
reparation. I hope you have a signed contract, because nothing else is
really valid. If he didn't pay and didn't want to finish all payment for the
site, you also have right to shutdown everything until payment (please be
smart and keep all the work done if he decide to do something). Make sure
you have a third party involve that have some legal power, like simply a
lawer letter to begin !!!

By refusing to pay, you can go a step further, but i really discourage,
depending of your lost you may decide or not to go in legal procedure. At
your turn if you want to be an A$$ hole, replace his site with his name with
a front page saying SHUT DOWN for non-payment !
