[cobalt-users] Changing Virtual Sites and Users default pages

Hi all,
	Curious what files, or methods I need use to edit default site admins,
default sites and default personal sites pages. The idea being I would like
to change it all to my websites branding rather than Cobalt's.

Another point of note, a site admin as default can make another user a site
admin. Anyway to make a site admin able to create other users, but not able
to make them site admins?
