[cobalt-users] only admin can log onto a admin page

What would cause this problem?
For any domain only admin can access the admin pages?
www.sitename1/admin
www.sitename2/admin
ect ect
I have tried to log on with every domains site admin username and password
but the server will not let me log on. ONLY AS ADMIN???????
