Ack. That last one should have been POP rather than php. You can see
what was on MY mind! Freudian slip.  ;)
Also if you've got ipchains installed and running correctly (and if
you do, post all of  your steps please!), there's a line even further
down in the KILL ROUTE section where it will feed the offending ip
into the routing table and knock it over to the ipchains script. You
can only have ONE kill route command enabled at a time.
