In the last few minutes I have actually figured out that I apache is isnt
really running. I dont see a process for it and when i try to stop,
restart, or start apache it waits a while and doesnt cofirm anything
happening. not sure what is going on here.

If you are using windows, try putting the server IP server-name in
\windows\hosts file.
If you are using *nix put the server IP server-name in /etc/hosts
Then attempt to connect through your browser.
