At some point, HelpDesk, no matter ho lazy, go "hmmm".  Further, at some
point their admins notice that THEY can't get out.

One of the "procedural modifications" to what MAPS/RBL does, I would
say, would be to send the blackholed site a piece of email telling them
why this is occurring and how to rectify it (MAPS/RBL does this via the
SMTP comment headers).  However, the issue here is blackholing any TCP
traffic (and UDP for that matter), not just email.  That will get their
attention as NOTHING will work.  It will disappear.
