FWIW, was back(seems a 1000 years ago) I was a member of a small
group(200) of sysadmins that ran fidonet<>internet gateway systems.
Juno came online, and the spam went through the roof.
So, 200 of us blocked all mail to/from juno and notified them of same.
Didnt take too long before they actually set up a system to report spam
and penalize their users for sending it....and emailed all of us to that
effect.
Was our position harsh? Yes. Did we loose legit traffic? Yes. Did we make
a change at their end? Yes. So, maybe your idea has merit.
