Hi there,
just to let you know how the situation is here in Germany :
We are having about 50 ISPs, most of them can be used without giving any
Name/address or opening a account to the ISP. Anything is charger by
German Telekom, so the ISP doesn't even know who was using his network.
We (can) use call-by-call selection of ISP by simply choosing an other
dial-in-number for the next ISP, if one is blocked. So blocking T-Online
will not work well.
The special problem with dip.t-dialin.net is :
Most of the german script kiddies are using this ISP because they are
almost the only one to provide Germany with a flatrate AND DSL for a low
price - so they can keep their computer online all day and scan and scan
and scan :(((
Most portscans here on my network come from t-dialin.net too - so it is
not only a problem outside Germany.
