I've had this same problem recently. I do tail -f /var/log/messages and get an error saying: pop-3/tcp server failing (looping), service terminated

qpopper's site says it's inetd's limiting 40 connections to any single service within a minute. I've changed it by adding: nowait.60 to the line for qpopper in /etc/inetd.conf to allow 60 connections and it seems to be working fine. As for your mailserver coming back up it's because a monitor runs every 15 mins and if the server isn't running it will try to start it again.

I'm fairly good with linux but this one is a lil beyond me and has been
stumping me for 3 days.
