Webmin trys to guess what kind of OS you're running before it executes its install scripts.
Perhaps an installation from source http://www.webmin.com/webmin/download/webmin-0.85.tar.gz
might help. Read the installation how-to. It's quite easy. Plus, you're asked what OS you're running. So you can set this manually to Cobalt OS.
