There is a newer Apache, you just have to compile it yourself. Since the
RaQ3 is no longer being sold I doubt Cobalt is going to release an upgraded
Apache as a rpm or pkg file. The latest stable Apache is 1.3.19 and I've
compiled it on several RaQ2s so if it can compile on a RaQ2 it can
definitely be compiled on a RaQ3. On the RaQ3, I believe you'll have to
compile mod_perl, mod_ssl and open_ssl first to get those modules compiled
into Apache and have an Apache with the same functionality as on a virgin
RaQ3.
