The Opera browser (http://www.opera.com) has a "Delete private
data..." menu command that allow you to delete in a selective manner
all your private data: passwords cache, cookies, cache, history, and
more. Very useful.
I don't use Netscape too much anymore but if I remember
correctly, closing all windows means shutting down Netscape, which
will do the trick. With IE, I don't know. Opera has an MDI interface.
