As he states when he logs in, /etc/motd is the proper answer, at least in my
opinion!  Though I think you could read it either way as the question was
not specific enough!  So I am posting this message to clarify, what each one
is!

/etc/issue.net is this message which appears before the log in

Cobalt Linux release 6.0 (Shinkansen-Decaf)
