Not sure if you have solved this or not, but here is my two cents.
The log file that you want to be looking at is in the /var/log/httpd/
directory - probably the access file OR the error file. After you have tried
to run the script (with an email address in it)  tail the file and it will
let you know what it was trying to do. Post it to this listserv if it
doesn't make sense and we'll look at it.
Also, check to see if user ADMIN is getting any mail that isn't being
forwarded to you, it may hold some clue into what Frontpage is trying to do
when emailing.
I gather you have tried other email addresses within the form? E.g. ADMIN?
