Nope. Since it doesn't apparently answer for your domain it wouldn't. When
queried, if it was authoritative, it should have had the same info as
web.ozdns.net. Instead, it just pointed to web.ozdns.net as authoritative.
It responds with the same info that just about any nameserver would. I'm no
expert, but if your other DNS is down, I'm not sure how much good
ns2.win.co.nz would do for you since it has no info. What I just noticed was
that it does respond properly for www.sea-view.net but not for sea-view.net.
--- DNS lookup for "www.sea-view.net", please wait...
--- contacting nameserver: ns2.win.co.nz [210.55.230.1]
www.sea-view.net A 64.65.10.49
www.sea-view.net MX 20 www.sea-view.net
sea-view.net NS web.ozdns.net
sea-view.net NS ns3.win.co.nz
sea-view.net NS web2.ozdns.net
www.sea-view.net A 64.65.10.49
web.ozdns.net A 64.65.0.33
ns3.win.co.nz A 209.123.221.169
web2.ozdns.net A 64.65.1.33
--- dns lookup completed
Since it doesn't respond for "sea-view.net", (I'm no DNS expert), I don't
think it would help with email if the other network was down, unless the
mail was addressed name@xxxxxxxxxxxxxxxxx
