If you want a common CGI directory named cgi-sys it should be quite simple.
Create /home/sites/home/cgi-sys/ and install the scripts in this directory.
In srm.conf add the following:
Alias /cgi-sys/ /home/sites/home/web/cgi-sys/
Then restart Apache.

All RaQs do that by default if you have CGI support enabled for a site.
