I second Brent's suggestion of GnuPG.

The download location of an RPM isn't important. In fact, you can run RPM
against external RPM files directly. I prefer to unpack source code to a
consistent location so that source code for all installed programs is in the
same location. This makes it easy to revisit source code (if I don't delete
it after installation), complete in-progress installs and avoid backing up
my source code directory for systems I run custom backup scripts on. FYI,
when unpacking source code, most programs automatically create a directory
within the current working directory and place the code there, but keep in
mind that once in a blue moon the distribution won't create a directory
first.
