Good question unless you have a fast connection to check it with... I'm not
sure how you'd go about it.. I'm not convinced many providers do the method
described though.. one way this would become obvious very quickly would be
by slow connection speeds to the box... if you are experiencing good load
times, even with your dialup, especially during peak periods... I'd susect
you're ok.
I keep an eye on my machine as often as I can and when it has slowed, it's
usually been the entire system at the location where it's at and tech are
usually right on top of any problems that crop up...
I don't think many hosts will keep their client base for long if they do
the limiting.. it's pretty easy to move to another server.. errr... at
least if you have a fast connection to migrate with...
