Thanks for posting your solution.

However, the problem is also easily avoided without modifying any system
scripts.  From your description, it seems like you are clicking on the main
Control Panel -Service Settings "Save Changes" button after modifying DNS
settings.

This is not required at all.  The only time you need to click on the Service
Settings "Save Changes" button is when you enable or disable one of the
services listed on that screen.  If you go into the DNS Parameters screen,
you save and activate your DNS changes by clicking on the "Save Changes to
DNS Server" button.  Likewise, if you make changes to the Email settings
from the Email Parameters screen, those changes are saved and activated when
you click on the "Save Changes" button on the Email Parameters screen, and
there is no need to save changes on the Service Settings screen as well.

Only save changes on the Service Settings screen if you are actually
enabling or disabling one of the listed services.
