I answered this just last night for another user. I pasted in my response
below. If you want to see the thread the subject was "Access through
telnet".
This is normal. FTP does directory jailing so the user can't access
directories outside his control. The shell (which you are accessing through
telnet) isn't setup to jail a user. Without installing and modifying a new
shell, there's no solution to jail a user.
