Don't know exact location of file on RaQ4 but will offer this suggestion..
It has to be accessed as root, so you will not be able to edit/upload it
via ftp..

And you don't want to use telnet anymore either (security risk) Go to the 
Cobalt download page  http://pkg.nl.cobalt.com/ on the bottom left side
you'll find the SSH pkg file, install that via your GUI, very painless...

Then go to  http://www.zip.com.au/~roca/ttssh.html and download the SSH
client software for your machine.. 

It's pretty painless install and works much better (easier to use) than
telnet and will send your password in encrypted form (much safer) Once you
have it working well.. go to your GUI panel and turn OFF your telnet server.

Then log in with the SSH client (choose SSH login) log in as normal, type
su, you'll be prompted for your password, (it's likely going to be the same
as your admin password) once in as su, type passwd and CHANGE YOUR ROOT
PASSWORD to one different than your admin password!

Hope these suggestions are not something you already know, it's stuff I've
recently learned and it's been very helpful to me.
