Please point out where Cobalt was mentioned in the admitedly OT post:
http://list.cobalt.com/pipermail/cobalt-users/2001-April/040001.html or even
a suggestion of a server side solution relating to Cobalt?
Maybe:
"1. Customer fills out an order form."
The order form happens to be on a Cobalt server? Since the post began with,
"not necessarily technical" IMO, it's safe to assume they're not referring
to anything at all to do with a server.

What makes you think they're asking anything Cobalt related at all? I've
seen plenty of posts in the past on the list relating to server side
automatic signups and billing software, but this post certainly didn't
attempt to cover anything technical.
