If their ISP lists the IP with the DUL, they should use their ISP's SMTP
server. That's the idea of the DUL.
Systems are being told they shouldn't accept email from the listed IP.

I don't think you have to subscribe in order to post. I've accidentally sent
posts from another address and they show up.
