Anyway, I'll give you a short advise to try to help you:
Try to open 1645 and 1646. Radius also runs on these ports.
In /etc/services
radius 1645/tcp # datametrics / old radius entry
radius 1645/udp # datametrics / old radius entry
radacct 1646/tcp # sa-msg-port / old radacct entry
radacct 1646/udp # sa-msg-port / old radacct entry
Then try radtest using port 1645.
Check your /etc/raddb/clients for your access server and your radius
server to be listed there. It's important. Usually people (me included)
just copy from a radius server to the new location and don't change the
clients passwords to allow the new server to have access.
