I was wondering about this, as I 'migrated' one site unsuccessfully from one RAQ3 to another - the site still ended up showing as unavailable (yes I re-enabled it on the destination box - and there was no mention of having to do this in the docs).

There is no mention of changing IPs in the documentation that I could see - did I miss it?
