[cobalt-users] Need Help - phpMyadmin and Magic quotes

I've scanned the archives and think I know what to do to enable Magic
Quotes for phpMyAdmin but I'm running into a problem I haven't seen
discussed.

After creating a .htaccess file with one line in it (php_value
magic_quotes_gpc on)

I get the following error when I try to run phpMyAdmin:
--------------------------
The server encountered an internal error or misconfiguration and was
unable to     complete your request.
--------------------------
The following is in the error log:
.htaccess: php_value not allowed here

Any ideas ?
