Many things that used to work fine with "rdate -s clock.blah.com" no longer work. "Connection refused" is the error. See if "ntpdate -s clock.wherever.com" will work...
Also, hit google for a list of "public NTP servers" - you'll get a big list right off the bat.
I use clock.via.net myself. Or check to see if your co-lo facility or ISP has one that you can use.
