[cobalt-users] Safe to delete /users/users-name/web ?

If a virtual site will only be used for the main web (e.g.)
new-domain.com/web, and users are only created for separate email accounts
(and a site admin), is it safe to delete /users/users-name/web including the
/users and /users/users-name folders?
