I'd just like to comment that ping merely states the latency (lag)
required for a packet to make the trip both ways and return to you.
These are tiny packets that just go there and back. Traceroute is based
on pings as well.

Neither will ever give you a reliable answer as to whether the service
will transfer files quickly or not. You could have a connection which is
very fast and returns pings at 10ms, but if it only has 20Kbps bandwidth
left page loads are going to be disgustingly slow anyway...

You need to use some sort of traffic monitor (like MRTG) to measure your
bandwidth used and you can look at the graph and pattern to get an idea.
You should also use a program that analyzes the performance of your
website, because it will tell you how long pages take to load over that
connection, etc.
