Outlook is stupid; trust me, I use it. :(
I'll use (a) for a "Corporate or Workgroup" install of Outlook and (b)
for an "Internet Only" install. You'll know you have (a) if you select
Tools, Services... to configure your mail, and you have (b) if you
select Tools, Accounts... to configure your mail.
Set up two identical accounts for your mail. In effect, you will now
check mail twice each time. Label the first one for receiving, and the
second for sending, and instruct Outlook to send via the second account
only. That way the first account will check mail (POP) before the second
account tries to send mail (SMTP), thus providing you with
POP-before-SMTP.
In (a), setup the two accounts and go to the Delivery tab of the
Services box. Set mail to deliver via the sending account. Then make
sure that the receiving account has a name that alphabetically sorts
first, like Amail. Outlook checks the mail in accounts alphabetically.
Finally give the sending account a name like Zmail for the same reason.
In (b), merely name the accounts properly and you should be OK.
