No.

Yes.
As a matter of fact, I *always* add the domain to my DNS as the first
step. Remember that only client computers configured to ask your DNS to
resolve all queries will get this info. Everyone else in the world will
go to the registered nameservers for info.
However, it provides a great way for me to test that things actually
work and ensures that when someone finally does get around to asking my
server, that it gives the correct response.
